<p>This is the CBSR Halloween Congress/Teamed Debate Tournament. We will be offering Open and Novice divisions of Student Congress, Parlimentary Debate and Public Forum Debate. There will also be a single Open division for Presiding Officer. (We reserve the right to not award a PO Champion if the Congress entry size makes it prohibitive.) There will also be a costume contest. Categories are: Scariest, Best Teamed costume, and Best Debate costume. Parli topics will be Halloween themed.
