Open Eligibility Requirements for Tabor V.

The following change has been made to the Tabor Venitsky invite to clarify open debate and open individual event eligibility requirements: (See below)
The open division in both debate and individual events will be limited to community college students only with remaining CCCFA and/or Phi Rho Pi eligibility.
