<p><strong>Judges' Room</strong>: </p>
<p><strong>Qualifying Spots / Entry Limitations: </strong>Students who cannot attend the CHSSA State Tournament on April 15, 16, and 17 at (TBD) in San Jose are not eligible to compete at this tournament. Additionally, students who are not available to compete in all scheduled rounds of this tournament are not eligible to compete.</p>
<p>Our league will qualify ten (10) students in Congress and one (1) P.O. A school may have up to ten (10) entries in Congress. Additional entries will count against the ten (10) floating entries that each school is allotted for the three weekends. Floating entries cannot be entered on this site and must be emailed to Gregg Osborn at gosborn@helixcharter.net.</p>
<p>Our league will qualify six (6) Policy teams. A school may have up to ten (10) entries in Policy. <p>Our league will qualify six (6) students in IX and six (6) students in NX. A school may have up to ten (10) entries in IX and up to ten (10) entries in NX. <p>Students may enter two (2) events for this weekend. Students competing in Policy Debate may not enter another event. Students may double enter in Congress OR PO, and IX OR NX. Students may not enter both PO and Congress, nor both IX and NX.</p>
<p><strong>Be sure not to exceed any individual or school entry limits: No student may enter more than four (4) events total throughout the three tournaments.</strong> </p>
<p><strong>Fees:</strong> $6.00 for each Congress,PO, and Extemp entry, and $12.00 for each Policy entry. Make checks payable to SDIVSL. (One check for all three tournaments is preferred.)</p>
<p><strong>Entry/Drop Deadlines:</strong> Entries for this tournament must be posted to www.forensicstournament.net no later than <strong>5:00 pm. on Monday, February 15</strong>. All fees will be final at that time. Please email any debate or Congress drops prior to the tournament to Lily Bolig at lily.bolig@sduhsd.net or call/text them in to <a href=\"tel:%28760.807-4482\" target=\"_blank\">760-807-4482</a>. Bring payment for all three weekends to this tournament on Saturday, February 20.</p>
<p><strong>Judges: </strong>Please bring one judge for every 4 entries in Congress and Extemp, AND one judge for every 2 debate teams. IMPORTANT: All judges are committed to remain one round PAST the elimination of their team's last competitor. <p><strong>Tournament Details:</strong></p>
<p><strong>Congress Topics:</strong> Congress topics are posted below.</p>
<p>Congress will run two preliminary rounds for all competitors. Following Round 2, the top 28 students will break to Semifinals, then the top 14 students will break to finals. (More may advance in cases of unbreakable ties, etc.)</p>
<p>All Extemp competitors will compete in two preliminary rounds. Following the second round, the top 14 competitors in each event will advance to semifinals, then the top 7 will advance to finals. (More may advance in cases of unbreakable ties, etc.)</p>
<p>For Policy, the first five rounds will operate on a double-elimination format. After a team receives two losses, they will be eliminated from the tournament. After any preliminary round, if eight or fewer teams remain, the next round will be a quarterfinal round. If after five rounds there are more than eight teams remaining, the top eight teams will advance to quarterfinals. The winners of each debate will advance to semifinals. The winners of the semifinals round will advance to finals. </p>
<p><strong>Manuscript Reading</strong>: Beginning at 11 a.m. on Saturday, February 20, we will read I.E. manuscripts for compliance with CHSSA guidelines. If there are enough people present earlier than 11 a.m., we’ll actually start the reading sooner. All league coaches need to attend and help in the reading of manuscripts until all manuscripts have been reviewed. See the I.E. entry page for more info.</p>

<p><strong>Sign-Off Meeting: </strong>After the awards ceremony following LD/Parli/PuFo Quals (Saturday, March 5 at Carlsbad HS), all coaches must return to the tab room to sign off any students who have qualified for the State Tournament. <strong>All coaches need to attend this meeting</strong> even if you don’t have a student that is qualified outright. Each year, students who haven’t qualified outright shift up into a qualifying position because of other students’ shifting out of the event, since a student may only enter one individual event at the State Tournament. If the coach is not at the meeting to confirm a student’s attendance at the State Tournament, the students may be bypassed and excluded from State qualification.</p>
<p><strong>Note: </strong>If you sign a “No” on a student, that student MAY NOT later be added into that event if some problem arises with his or her participation in another event, such as Team Debate or Duo. If a student does not qualify outright in any event you still may only sign yes in <strong>one</strong> event.</p>
