(First-year teams are exempt from this requirement, but are still welcome to submit, should they wish.) Topics will be posted 20 minutes prior to each round.</p> <p><strong>Congress</strong> - Bills will be posted approximately 2 weeks prior to the tournament. (See below under &quot;Tournament Documents&quot;)</p> <p><strong>Entry Limitations:</strong>&nbsp;This tournament is open only to schools in the San Diego Imperial Valley Speech League. Each competitor may enter two events, with a maximum of one in each pattern. There will be no break&nbsp;rounds of debate (all competitors will compete in all 4 rounds). Congress will break to semi-finals and finals. NOTE: Students double&nbsp;entering need to be informed&nbsp;that&nbsp;event start times&nbsp;will NOT be delayed to accommodate double-entered competitors.</p> <p>This tournament will feature an open division and a novice division.</p> <p><strong>Judges:</strong>&nbsp;Each school is required to bring 1 judge for every two debate teams, and 1 judge for every four Congress entries, or part thereof. The required number of judges for debate must be present throughout the entirety of debate rounds. The required number of judges for Congress must be present throughout the entirety of Congress rounds.&nbsp;Schools not meeting their judging commitment at all times during the tournament will be required to drop uncovered entries.&nbsp;&nbsp;<a href=\"http://www.forensicstournament.net/SDIVSLDebate3/14/blog/\">Click&nbsp;here</a>&nbsp;for instructions regarding entering judges.<br /> <br /> <strong>Entry Fees:</strong>&nbsp;$12 per debate team; $6&nbsp;per Congress entry. Make checks payable to SDIVSL.<br /> <br /> <strong>Entry Deadline:</strong>&nbsp;Entries must be posted on www.forensicstournament.net by 5:00 p.m. on Monday, September 15. No new teams or students may add after the entry deadline. The only changes allowed after the entry deadline is dropping entries (see below).<br /> <br /> <strong>Drops:</strong>&nbsp;Dropped entries will be accepted without charge until Wednesday, September 17, at 5:00 p.m. After that time, the website will be closed and entry fees will be final. Please email (lily.bolig@sduhsd.net) or call in/text (760-807-4482) your drops after the drop deadline, even as late as on your way to the tournament, to obviate excessive changes at the beginning of the tournament. When calling in or emailing drops, be sure to give the speaker&rsquo;s name, event, and your school clearly.</p> <p><strong>Awards:&nbsp;</strong>Awards will be given to places 1-8 in each division of each debate event, and all finalists in each division for Congress. Sweepstakes points will be awarded to each school for each of their debate teams finishing in the top eight, and each Congress finalist (and semifinalist, if applicable)&nbsp;based on the points system used by CHSSA.&nbsp;The teams earning the most sweepstakes points will receive team awards (number of trophies awarded is dependent upon number of teams entered).&nbsp;<br /> &nbsp;</p> <p><strong>Saturday, September 20</strong></p> <p>7:00 am - Registration for teams with debate entries (fees are payable at this time)</p> <p>10:00 PM - Awards</p>
