Welcome to the home page for the 2015 Electric City Uptown Optimist Speech and Debate Tournament tournament hosted by Great Falls High and Charles M. Russell High on Dec 11-12, 2015 for High School students.

<p><em>The CMR and GFH coaching staff look forward to seeing you in Great Falls on December 11 & 12, 2015. This year, we will be hosting Speech events at GFHS and Debate events at East Middle School (4040 Central Ave). Awards will be at East Middle School in the gymnasium around 6:30 PM.</em></p>
<p><em>There will be a $5 fee for each competitor. So... Duo, Policy, and Public Forum are $10. Limited concessions will be provided and we might even have some interesting entertainment!</em></p>
<p>Entries will be limited to 42, with no more than 4 per event (Policy, Duo, PF of course may have 4 teams- 8 competitors). Novice Debate WILL be offered. Please notify us of all coaches who will be attending along with their tabbing preferences. Coaches who are not given tab assignments will be placed in the judge pool. NOTE- Apologies... There will be no octafinals for debate. We simply cannot find enough judges. Talk to Santa about it.</p>
<p>MHSA rules will apply. Events will be self-timed. Please make sure all your students have their own timers. Please instruct your PF debaters to fill in the judges' ballots to avoid confusion of sides and teams.</p>
<p>Remember-you will be able to add/drop and or/edit your entries up until Monday December 7 at 4:00 pm. You must inform me of drops/changes after December 7. Email me at keith_davey@gfps.k12.mt.us . Changes made after that day and time may incur a fee, unless it is a name change which we can handle on the computer once the tournament is underway. We understand you may have changes, but please try to have your best estimate of entries to us on time. Note: Sweepstakes points will be awarded to the top 42 varsity competitors.</p>
<p><strong>Debate topics for Great Falls:</strong></p>
<p>Legi- Foreign: Egypt, Domestic: American Agriculture</p>
<p>LD- Resolved: In the United States criminal justice system, jury nullification ought to be used in the face of perceived injustice.</p>
<p>PF- Resolved: On balance, standardized testing is beneficial to K-12 education in the United States.</p>
<p>Policy- Resolved: The United States federal government should substantially curtail its domestic surveillance.</p>
